High-value payouts should be partner-managed and released only after eligibility, identity, rules, and fraud review.

Payout Approval Workflow
- Campaign is created with sponsor, budget, prize type, eligibility, and official rules.
- Player participates and potential winner is identified.
- Fraud checks review duplicate accounts, bot activity, suspicious devices, timing, and account history.
- Winner completes identity verification if required.
- Tax or reporting review is completed if required by prize value.
- Admin approves payout release or escalates to legal/bank/processor review.
- Approved payout is sent through partner-controlled rails and recorded in Dream OS.
